Odonga Kenya Rush, the scary looking guy in the orange jumpsuit, is (was?) an aspiring "pimp". A "pimp", for those of you who don't know the ins and outs of the "underground economy" is a player in the illegal sex for money business. Basically, the illegal sex for money business works like this:

There are three principals: "Pimps", "Hoes", and "Johns"

The pimp's main function is to get the "ho" (prostitute) out of bed and out to the street

The hoe's main function is to find a "john" (customer) and sell her services to the john

The "john" is the person who buys sex from a ho, rather than going through the legal channels to obtain sex
- The john enters an oral contract with the ho, and gives the ho money, generally cash, upon completion of services rendered
- The ho then turns over some or all of the money to the pimp
- The pimp, in return, agrees not to beat the ho, and to get her out of bed the following day
Now the pimp is seeing his role diminishing in the sex for money biz, largely due to the success of the Internet and Craig's List, and also the general feeling of empowerment on the part of females due to Hillary Clinton's success in screwing with Barack Obama during the Democratic Primaries. So the pimps, in order to keep their badass gig going, have to start getting creative.
So now that we have the background info out of the way, here is the sixteen word story:
Odonga Kenya Rush allegedly told a woman that she got to be his hoe and make him $300 if she want her little baby back. Now that's a bad thing to do, but the woman did ask Kenya to babysit for her, which probably wasn't all that smart.
In the end, the woman went to the police and told on Kenya, and as you can see in the picture Kenya ain't a bit too happy about that. The police did a litle 4 AM stakeout and nabbed his ass, and gave the baby back to the woman. The cops charged Kenya with interference with child custody, extortion, false
imprisonment of a child, giving a false name to a law enforcement
officer and with being a fugitive, cause Kenya did some bad-ass stuff in IllyNoiz, and he was on the run from that.
